Requesting Sensitive Scopes for a Google OAuth Project

If you know you need to verify your OAuth app but the "Submit for verification" button is disabled, you may need to add scopes or move your URIs to HTTPS. Before Google will permit you to request verification for your OAuth project, you need to include some sensitive scopes. Add one or more sensitive scopes to the "Scopes for Google APIs" section of your OAuth consent screen settings. Also, be sure that all your URIs use HTTPS.
